We are pleased to announce the call for proposals for our third annual workshop on Race and International Relations. The workshop will be organized by [Zoltán I. Búzás](https://keough.nd.edu/profile/zoltan-i-buzas/) (University of Notre Dame) under the umbrella of the [International Race and Rights Lab ](https://klau.nd.edu/initiatives/international-race-and-rights-lab/)with the generous support of the [Klau Institute for Civil and Human Rights](https://klau.nd.edu/)**. The deadline for proposal submissions (500 words) is December 20, 2024.** The workshop will take place in person in South Bend on March 27-28, 2025. Full papers will be due a week before the workshop. 

We invite paper proposals on any topic related to race, racism, and anti-racism in international relations broadly defined. We aim to bring together a variety of scholars to build on the existing international study of race. We especially encourage advanced graduate students, post-doctoral scholars, and junior faculty to apply, but everyone is welcome. We are very interested in studies that have a human rights angle, but we welcome every type of race-related research with an international focus, regardless of substantive topic and methodological orientation. Presenters will receive in-depth feedback on their papers and will meet scholars with shared academic interests. 

The International Race and Rights Lab and the Klau Institute for Civil and Human Rights are based on a vision that integrates domestic and international approaches to race and human rights. We aim to support and be part of a community focused on advancing the international study of race, racism, and anti-racism. 2025 ILA-ASIL ASIA-PACIFIC RESEARCH FORUM: Sustainable International Law

The European Society of International Law invites abstracts for papers and proposals for panels curated by Interest Groups or it upcoming 20th Annual Conference.

##### the general theme

For the last decade, international law has gone through a period of turbulence. In response, it is time to move beyond crisis narratives and adopt a forward-looking approach. For such an undertaking, the year 2025 offers an appropriate context. It will mark the 80th birthday of the United Nations, the institutional centre of the international legal order. At the same time, 2025 is just five years away from 2030 when the future direction of the current blueprint for global social order, the Sustainable Development Goals (SDGs), will need to be decided.

The theme of “reconstructing international law” will be brought to life on various levels: 

* institutional: Reconstruction will be a pressing issue on a practical level. The collective security system of the United Nations has had limited success in realizing its purpose in the war of aggression against Ukraine, the ongoing war in Gaza as well as in many other contexts. Reconstructing the authority of the UN's institutional structure will require creative thinking on the interplay of UN organs and the role of international law. Challenges of institutional reconstruction are not confined to the UN but also invite us to rethink institutional arrangements of other international organisations, including the WTO, the WHO, and the EU as well as their relationship with more informal governance arrangements.​ 
* normative: The SDGs have contributed to changing the understanding of what development requires, but their true potential of transforming our world in the Global South and beyond remains unrealized. Reconstructing the promise of international development without replicating earlier mistakes and without giving in to powerful new actors with wide-ranging conceptions for global development will require thinking about the role of international law in realizing a just future for the world's population. The conference will offer a venue to critically accompany as well as support other political processes leading to a new blueprint for development in 2030.​ 
* historical: How has international law fared after past major systemic crises? At various moments in the history of international law, it was necessary to embrace a new form of international law. What can we learn from institutional and normative projects of (re-)constructing "new" international law in the past? 
* theoretical: Reconstructing international law cannot mean a return to outdated progress narratives. The insights from Critical Legal Studies and Third World Approaches cannot and should not be unlearnt. This implies that the authority and legitimacy of international law need to be reconstructed in a manner as inclusive as possible and with an input from a wide variety of theoretical approaches.

The theme of "Reconstructing International Law" offers a framework for creatively thinking ahead in institutional, normative, historical, and theoretical terms but also across the various legal regimes in international law. It also requires a dialogue with academics from other disciplines such as political science, history, and sociology.

20th Annual Conference of the European Society of International Law

Around the world, the idea of democracy is in transition. Democratic ideals face significant pressure from external forces; at the same time, across public and private spheres alike, advocates are developing new ways to democratize policymaking and the operation of private entities.\
\
The Democracy Works-in-Progress Conference, hosted at the Michigan State University College of Law, will convene law scholars from a variety of disciplines to share their scholarship on democracy. We define “democracy” broadly. It not only includes those writing in spaces that might be classically defined as the “law of democracy,” like constitutional, election, international, and local government law but also includes those researching and working in spaces that generally deal with popular engagement and input—including business and corporate law (e.g., shareholder democracy); criminal law (e.g., carceral democracy and prosecutorial elections); environmental law (e.g., environmental justice); and beyond.\
\
The College of Law is hosting this conference as part of the programming put on by the 1855 Professor of the Law of Democracy, Quinn Yeargain. It will be taking place in person at Michigan State University from April 10-11, 2025. No virtual participation option will be available. While the program is still in formation, we anticipate that the conference will convene on April 10 at approximately 12:00 PM and will conclude on April 11 at approximately 5:00 PM.

 

# **Eligibility**

This conference is open to new and established law faculty alike. It is meant to allow all scholars, regardless of seniority within the academy, to present ideas, receive feedback, and comment on others’ works on an equal playing field. We welcome participation from tenured and tenure-stream faculty, VAPs, and fellows.\
\
Please submit your abstract using this form and we will be in touch as soon as possible as to whether you have been selected to present. Please limit abstracts to approximately 500 words or 1 page. **The deadline to submit an abstract is December 31, 2024, but earlier submissions will be selected on a rolling basis.**

 

# **Expectations**

Workshop and conference expectations can vary significantly. At this Conference, we invite the presentation of true works-in-progress, which include a concept note or a fully written draft, and anything in between—but not works that have been accepted for publication. Depending on how many panels are scheduled, we imagine that participants will have 20–30 minutes for their paper, which they can divide up into presentation and lightly moderated Q&A as they see fit. Papers will be due on March 31, 2025, and will be circulated shortly thereafter. 

 

# **Accommodations**

Conference attendees will be responsible for their own travel and lodging, although there may be support for participants who demonstrate financial need. We have arranged for a block of hotel rooms to be set aside with a discount rate at the conference location—and more information will be provided about that soon. Lunch and dinner will be provided on April 10, and breakfast, lunch, and dinner will be provided on April 11.

The Georgetown Journal of International Law is pleased to announce a call for submissions from legal practitioners, scholars, and other law school graduates for our upcoming Bi-Annual Symposium Issue. Volume 56.3 will explore the interaction between international law and emerging technologies, with a particular focus on the potential challenges stemming from the rapid development of Artificial Intelligence (AI).

As part of this issue, we invite submissions tailored to the broader theme or directly addressing any of the following subtopics:

1. **Modern Data Privacy Challenges:** Examining how the United States, China, and the European Union are responding to privacy concerns in the digital age.
2. **Business and Human Rights:** Investigating the significant influence of private technology companies on human rights and humanitarian law.
3. **Emerging Technologies and the Global South:** Exploring how countries in the Global South, such as India, Brazil, and South Africa, are developing regulatory models and legal frameworks in response to new technologies.
4. **Emerging Technologies and International Governance:** Considering what an international treaty regulating emerging technologies might look like.

The ESIL Interest Group on the History of International Law is preparing an Agora panel proposal on *‘(De-/re-)constructions of International Law over Time and Space*’for the 2025 ESIL Annual Conference “Reconstructing International Law” in Berlin, Germany. The outcome of the Agora proposal is uncertain, but the panel speakers will be invited to present at the interest group pre-conference workshop, if the Agora proposal is not selected by the conference organizers.

***Themes***

This Agora aims to better understand the theme of ‘reconstructing international law’ from a historical perspective: (1) What have been the causes and reasons for (re-)constructions of international law in its history? (2) How has international law fared after past major systemic crises? (3) What can we learn from institutional and normative projects of (re-)constructing ‘new’ international law in the past?

Until modern times, international relations were determined by the good will of the sovereign and force played the dominant role in these relations. There has been no agreed definition as to when ‘international law’ exactly began, but it is generally agreed that (de-/re-)construction has been a common theme in the history of international law at various moments in time, with the Westphalian Peace of 1648 being marked as one of the most famous watershed moments. The subsequent transition from European public law to international law through colonial expansion was another important moment of territorial ‘reconstruction.’ Conversely, one might inquire about the extent to which decolonization and the admission of newly independent states has led to the ‘reconstruction’ of Eurocentric international law in the 20th century.

At the same time, reconstruction can be approached from an institutional perspective or through the historical expansion of the actors or sources of international law. One could also explore the (de-/re-) construction of international law through the rise and fall of its individual sub-disciplines or by looking at reconstruction within and across sub-disciplines. Apart from successful (de-/re-) construction, the failed attempts of various actors to (de-/re-)construct international law could provide important lessons about reform. In addition to the restructuring of international law in the history, we are also interested in papers discussing the restructuring of ‘the history of international law’ as a discipline, its theories, and methodologies.

The IG particularly encourages interdisciplinary research engaging with historical methods, such as the use of archives and other historical sources. Perspectives from underrepresented regions and critical scholars are particularly welcomed.

(De-/re-)constructions of International Law over Time and Space

The 9th AIELN Conference will be held on 14-15 June 2025 in Tokyo, Japan. The theme of the conference is "Geopolitical Risks and Geoeconomics in International Economic Law: Asian Perspectives and Beyond." This conference seeks to provide an interdisciplinary forum for scholars, legal practitioners, and government officials to present and discuss ongoing research across the breadth of international economic law issues, with a particular focus on the impact of geopolitical risks. As geopolitical risks continue to increase, it is crucial for scholars in international economic law to rigorously engage with the challenges these risks pose and to explore potential solutions. The increasing complexity and frequency of geopolitical tensions necessitate a comprehensive examination and robust discourse among experts to devise strategic responses. The tentative schedule for the conference is as follows:

Geopolitical Risks and Geoeconomics in International Economic Law: Asian Perspectives and Beyond 



States, as well as international organizations, have a longstanding sanctioning history. However, the recent unprecedented expansion of sanctioning practices following the Russian invasion of Ukraine in February 2022 brought to the fore (and resurrected) manifold legal and practical questions concerning the adoption of sanctions: sanctions are adopted by non-state actors, individual sanctions are increasingly litigated before the Court of Justice of the EU on account of their non-compliance with human rights standards; national authorities often struggle with the implementation of manifold sanctions regimes; states and international organizations are looking into options for improving the effectiveness of sanctions and tackling sanctions evasion; some States and the EU are developing new confiscation regimes, which include both confiscation of state-owned and private property, etc. This proliferation of sanctions regimes means that in practice, States, various international organizations and non-state actors (often simultaneously) adopt different sectoral, targeted and institutional sanctions, which brings to the fore the question of interactions between these sanctions regimes, their effectiveness and their effect on the civilian population.  On the other hand, global actors fail to adopt sanctions in relation to other situations involving serious violations of peremptory norms of international law. All these developments touch upon the fundamental issue of the legality and legitimacy of sanctions and the type of world order such practice upholds. This raises difficult questions including (but not limited to) issues concerning the notion and purpose of sanctions in international law and politics, immunities of States, extraterritoriality of sanctions, intersections with international human rights law and investment law, geoeconomic implications of sanctions and their effectiveness, global injustices, their contribution to colonial projects, etc.

 

The Ljubljana Sanctions Conference seeks to foster interdisciplinary debates and aims to bring together practitioners (both from relevant state authorities, such as Ministries of Foreign Affairs, and the private sector), experts and scholars to discuss sanctions in international and European law, politics and economics. It will highlight theoretical, normative, conceptual, and practical challenges on the topic and provide a unique opportunity for exchanging views on, evaluating and analysing lessons learned.

 

The organizers welcome abstracts from the following topics:

* The development of international sanctions practice;
* The practice of abstention to sanction and the possible double standards;
* The notion of sanctions – theoretical and practical perspectives;
