Transnational Criminal Law Review
The 2nd Conference
CALL FOR PAPERS: TRANSNATIONAL CRIMINAL LAW IN THE ASIA/PACIFIC
Ho Chi Minh City University of Law, Ho Chi Minh City, Vietnam
27-28 November 2025
The Transnational Criminal Law Review, the Ho Chi Minh City University of Law (Vietnam),
and the University of Canterbury Faculty of Law (New Zealand) invites academics, policy
makers, lawyers, and members of civil society to participate in the second Transnational
Criminal Law Review Conference. Cross border crime is a global problem, and the Asia/Pacific
has long suffered from its negative impacts. The legal efforts to respond to transnational
crime in the region is the subject matter of this conference. The scope is broad: the
conference will provide a venue for all those with an interest in commenting upon or
critiquing these legal responses. The aim is to facilitate dialogue and build networks amongst
scholars, practitioners, policy makers, and individuals working on the ground in the region
to address these pressing legal questions.
Topics may include anything that falls within the field of national responses and
cooperation concerning cross-border crime in the region, including:
• Substantive areas of legal responses and cooperation including, but not limited to,
transnational organised crime, terrorism, cybercrime, drug trafficking, trafficking in
cultural property, trafficking in endangered species, slavery, money laundering,
environmental dumping, corruption, migrant smuggling, weapons smuggling, child
sex tourism, transnational intellectual property offences, piracy and maritime safety
offences;
• Procedural areas of legal cooperation, such as establishing extraterritorial
jurisdiction, police cooperation, mutual legal assistance in criminal matters, asset
recovery, extradition, and other forms of international law enforcement cooperation;
and
• General theoretical and doctrinal issues relating to transnational criminal law and
justice, such as the theory of transnational criminal law, the UN criminal justice
system, ASEAN cooperation against transnational crime, Shanghai Cooperation
Organization activities against crime, other regional efforts, and the protection of
human rights of perpetrators and victims in transnational criminal law.
We welcome submissions from legal doctrinal, theoretical, critical, interdisciplinary, and
transdisciplinary perspectives. We welcome participants from the region and from across
the globe.
The conference will be held in English without translation.
The Transnational Criminal Law Review (TCLR) was launched in 2022 and is an open-access,
fully peer-reviewed journal focused on all aspects of legal responses to transnational crimes.
The journal was established with the aim of creating a focal point for a global community of
lawyers, policy makers, activists, and scholars who work in and are interested in the field of
transnational criminal law. In hosting its second conference, the Transnational Criminal Law
Review seeks to further that mandate by bringing such interested individuals together in
person to promote dialogue, scholarship, and collaboration in the area of transnational
criminal law.
Those interested in presenting at the conference are invited to apply by email to
tclrconference@hcmulaw.edu.vn no later than 31 March 2025. You will be notified in May
2025 on the status of your application.

• An abstract of 300 words maximum.
• Your name(s), affiliation(s) and contact information.
